The Centers for Medicare & Medicaid Services (CMS) has opened the data submission period for Merit-based Incentive Payment System (MIPS) eligible clinicians who participated in the 2019 performance period of the Quality Payment Program. Data can be submitted and updated until 8:00 p.m. EDT on March 31. The data submission period through the CMS Web Interface for ACOs and pre-registered groups and virtual groups also closes on March 31. Quality measures reported via Medicare Part B claims have been submitted throughout the 2019 performance period. A new study by the National Institute for Health Care Management (NIHCM) of nearly 250 hospitals that were acquired between 2009 and 2013 found no evidence that the ownership change improved their quality of care. Compared to peer hospitals that were not acquired, the acquired hospitals actually performed worse on patient experience measures after the merger and did not show significant improvement in patient outcomes or clinical process measures. The study is the first systematic assessment of a broad range of quality impacts on hospitals acquired in a comprehensive set of recent mergers. The southern part of Puerto Rico has been hit by a series of earthquakes this past week. We are thinking of the people of Puerto Rico as they deal with this incident, and we are closely monitoring the situation to see how it might impact our meeting next month in San Juan. San Juan is in the northern part of the island and has not been impacted by the earthquake.
